One, the bread, butter, olives, ham, cheese, are NOT FREE. You have to pay for it all and sometimes the starters like this will cost more than an actual meal. Most restaurants you will pass by have very similar menus, and the price differences usually do not signify an equal amount of extra quality. So, you do not need to spend a lot to get a very good meal. So have a great meal in Lisbon! Also, look for your local "tasca" or restaurant as they usually are where the locals are at and where the food is the best.
